John S. Kinney, C.M. is Director of Aviation at Aspen Airport, a premier corporate-resort destination airport, where he oversees daily operations, public safety, security and emergency management. He is also responsible for the largest public works development project in the history of Colorado’s Western Slope—during which 90 percent of the existing facility will be replaced or expanded while the airport remains operational.

Prior to joining Aspen Airport, Kinney served as Director of Emergency Management at Los Angeles International Airport, the second busiest airport in the nation and fourth busiest airport in the world. As a member of its executive team, he shaped and implemented all emergency management functions in partnership with internal and external stakeholder groups.

Over the span of 35 years, Kinney has provided aviation management and operational consulting services to airports across the country. While serving as Deputy Manager of Aviation at Denver International Airport, he co-authored policies, procedures and strategic initiatives to ensure the highest degree of customer service, fiscal stature, safety and security. He has also held management and operational positions at both commercial and general aviation airports in Arizona, California and Colorado.

A highly respected safety and security expert, Kinney has served as Assistant Federal Security Director, Federal Security Director, Aviation Special Agent and Stakeholder Manager for the Transportation Security Administration (TSA). In this capacity, he directed liaison efforts with airport users for regulatory and security operational issues; oversaw all TSA activities, programs, policies and management; and led the Transportation Security Operations Center (TSOC) during emergency response and recovery operations.

Kinney is a licensed pilot and active member of the American Association of Airport Executives’ Southwest and Northwest Chapters. A member of National Football League’s Super Bowl Aviation Safety and Security Committee in two states, he speaks at numerous conferences on security, safety, operational and business topics.
